avoid setting DEF_MIRROR to https://https://...

Add a check to ensure that DEF_MIRROR is an http url before attempting
to replace the protocol with https. Without this check one might end up
simply pepending 'https://'

Also, set $USER_MIRROR before the `info` to avoid repeating `${...#...}`
