Description	Cython generates .c/.cpp code from a Python-like syntax. Some of it is has random numbers in it.

Comments:

Has (at least) a nondeterminstic order in which it assembles CFLAGS and LDFLAGS so that it is going to be linking in an nondeterminstic order. Can't immediately see what's happening in setup.py
